Institutional and Healthcare Energy Audits

The MUSH sector — municipalities, universities, schools and hospitals — runs the most energy-intensive buildings in the country, on the longest hours, with the least discretion to shut anything down. It is also where the largest single incentive in Ontario sits, and where procurement rules decide who is allowed to bid before anyone looks at the engineering.

Why this sector is technically different

  • Continuous operation. A hospital has no unoccupied hours, which removes the scheduling measures that carry most of the saving in an office and puts the emphasis on plant efficiency, sequencing and heat recovery.
  • Ventilation governed by standards, not comfort. Air change rates in clinical and laboratory space are set by requirement. Measures must respect them, and any proposal that quietly assumes otherwise is not deliverable.
  • Central plant with steam in older institutions — distribution losses, failed traps, and condensate return. Enbridge funds steam trap surveys by name.
  • Deferred maintenance at scale. Institutional portfolios usually know their capital backlog precisely, which makes the energy case easier to align with work that is happening anyway.
  • Schools' seasonal profile — summer shutdown, which is both an opportunity for setback and a constraint on when work can happen.

What applies

Obligations and funding — verified 3 October 2026
ItemRelevance
IESO XLerateExplicitly covers institutional, municipal and healthcare. Up to $15 million per project, minimum 600 MWh/yr anticipated savings, feasibility studies cost-shared at 50%.
Enbridge Commercial Custom Audits & StudiesInstitutional cap is $20,000, double the commercial cap. Steam trap surveys funded by name.
Enbridge Commercial Custom RetrofitInstitutional cap $500,000 per project, against $100,000 commercial.
Ontario EWRBInstitutional buildings in scope at 50,000 sq ft. Note that publicly owned buildings are fully exempt under the provincial regulation — check your ownership position rather than assuming either way.
ENERGY STAR certificationHospitals, K-12 schools and libraries are among the eligible types.
IESO EBCxInstitutional buildings clear the 750,000 kWh gate easily; the two-year no-prior-commissioning condition is the one to check.
The institutional premium is real

Enbridge's caps for institutions are double the commercial figures on studies and five times on retrofits. IESO's largest programme names institutional and healthcare explicitly. If you run an institutional portfolio and have never applied, the funding available to you is materially larger than the figures a commercial consultant will quote from habit.

Procurement before engineering

In this sector the mandatory requirements in the RFP decide the shortlist before anyone reads a methodology. Designations, insurance limits, reference projects and sometimes a specific accreditation are pass/fail. We would rather tell you at the first conversation whether we meet your mandatory requirements than submit a non-compliant bid — see who signs your report and public sector and procurement.
